Times Washington Bureau, 1-liH New York Avenue WASHINGTON, May 7.—For prl. vate power companies the first half of the Sixty-Ninth Congress has been a successful session. Muscle Shoals has advanced toward private ownership, and action has once more been delayed on Boulder Dam, the only comparable project in size. Although the Administration has given its public support to the bill, and the Senate Irrigation Committee has reported it out, a combination of Utah and Arizona politics has been able to prevent any action on the House side. Opposition Denied Representative Leatherwood of Utah denies he is fighting the project on behalf of the Utah Light and Power Company. Yet he vigorously opposes the bill, in spite of the fact that all other representatives of Saes in he upper basin of the Colorado River have withdrawn their water rights have been written into the bill as drafted by themselves. i Without his vote Republican can-
