WASHINGTON IS SEEKING PEACE IN TACNA-ARICA Issue Brought to Capitol Again While Plebiscite Hangs Fire. By Louis Jay Heath United Press Staff Correspondent WASHINGTON April 30. Around a long, black table in the conference room of the Department of State here, another effort is being made to solve the tangled problem of Tacna-Arica, which has threatened the peace of South America for forty-three years. Planked by secretaries and interpreters, Miguel Cruchaga, Chilean plenipotentiary, and Hernan Velarde, ambassador of Peru, struggle to reach a common basis for negotiations. At the head of the table sits Secretary of State Kellogg, under whose "good offices" the present attempt is being made. Meanwhile the preparations for •siding a plebiscite under the terms President Coolidge’s arbitral award in the case are continuing at Arica. There Gen. William Lassiter, the neutral American chairman of the plebiscitary commission has inherited the task relinquished by General Pershing of providing for a "free vote and a fair count." Regis(t ration began in the provinces on March 27 with Chileans registering and with Peruvians absenting themselves from the polls. without a plebiscite should automatically suspend the plebiscitary preparations. Chile, on the other hand, contends that the negotiations under the “good offices" and the arbitral award providing for a plebiscite are separate and distinct and that both efforts at a settlement can and should be carried on simultaneously. So carefully have all details of the present negotiations been guarded that even the conditions of acceptance of good offices under which the conferences here are proceeding—a knowledge of which is essential if the present situation is to be understood—have not been officially revealed. \ Three Conditions It may be stated, however, on reliable authority that in a memorandum sent both disputant governments on April 1, Secretary Kellogg set forth three conditions of acceptance. namely: 1. That both Chile and Peru appoint plenipotentiaries to negotiate a settlement of the Tacna-Arica dispute. 2. That the secretary of State
would siigest a base or basin for the discussion. 3. That if the representatives of the two governments agree in principle to the bases proposed that the preparations for holding a plebiscite to determine the sovereignty of the disputed provinces shall be suspended for such time ns may be necessary to determine whether an agreement can be reached. As the negotiations are now proceeding, it is assumed that both governments agreed to these conditions. No Progress Announced Since conferences began here no announcement of progress has been made. It is understood, however, that. Secretary Kellogg, at the first conference, proposed as a basis for consideration “equitable division of j territory." It then became apparent that Peru’s representative was not endowed with full powers to act and that before a reply could be given it would be neces?4ry to submit the proposal to the Lima government. With that understanding the first conference adjourned.

Again, while no announcement has been made it is stated on reliable authority that at the second conference which occurred two days later the ambassador of Peru reported that his government was unable to accept the basis proposed. Following this action, it is reported, Kellogg appealed to both governments to submit proposals of their own. That the two disputants can reach nn accord on any proposal that either may see fit

Always In the background, however, stands Bolivia, who for years has tried vainly to gain a hearing for her claims to the disputed territory. Bolivia needs the port of Arica as an outlet to the Pacific, but so far neither Chile, Peru nor the United States has admitted her claims. The opinion prevails among the South American dtplomts here, how-
ever, that before the present negotiations end Boivia may enter the picture either at the suggestion of the United States, both Peru and Chile being willing, or at tho express request of the two contenders themselves. This entrance will be, however, without any recognition of Bolivia’s claims previously made. Entrance on any other conditions, diplomatic circles believe, will be impossible.
Meanwhile reports persist, that large American financial interests in return for desired mineral and oil concessions in Bolivia, were prepared to make it possible for Bolivia to step forward at the proper time with an offer of substantial monetary remuneration to, both disputants, if they would relinquish claims in her favor.
