ENTRY OF U. S. IN WORLD COURT SEEN DIFFICULT Kellogg's Refusal to Attend Conference Viewed With Alarm. Bu United Press GENEVA, April 20. Entry of the United States into the world court has been made much more difficult, If not Impossible, by the refusal of the American Government to participate in a conference at Geneva to discuss its reservations in connection with membership in the court. Following: a note from Secretary of State Kellogg Monday, in which he refused the invitation to meet with Hague Court signatories, league officials admitted that the projected conference probably would be abandoned. It was pointed out that even if the conference were held, other signatories to the Hague conventions would be apt to veto American reservations unless an American reprentative were on hand at the meeting. Tho League of Nations council may take up tho question* and seek another solution whereby the United States may be admitted to the court, however. Unanimous approval of the American conditions by notes from Washington to tho various signers of the conventions is believed by many here to be almost impossible. Such an attempt for ratification of the reservations Ims been discouraged by League leaders since the Senate action on tho World Court first became known. It is pointed out that there are forty-eight individual signatories to tho Hague conventions and that it would be most difficult J to convince each one of these nations separately that the American reservations should be accepted.

AUTOS KILL 5,700 CHILDREN YEARLY Figures Given by Official Urging Careful Driving. Approximately 5,700 school children were killed last year In automobile accidents in the United States, it was pointed out today by Secretary of State Frederick E. Schortemeler in a plea for more careful driving on public highways. “That Is a terrible Indictment against American citizenship," Schortemeitr declared. "Probably not one of them was killed intentionally. but nevertheless they W'ere killed and it probably Is true that some were killed through carelessness. If some foreign country were to kill not 5,700, but fiftyseven of our people we would go to war.” Firm enforcement of. the State automobile laws and more active participation by the public in preventive measures were recommended. Schortemeler commended the plan of organizing older school children into traffic grotips to protect the younger pupils near school buildings. TO OPEN PAVING BIDS Highway Body Will Ix*t Contracts on 232 Miles. Bids will be opened by the State highway commission May 11 on 50.3 miles of paving. Chief Engineer W. J. Titus announced today. It is the fourth letting of the season and will mean the actual contracting for 232.3 ifilles of pavement. Included in the projects are State Rd. 1 from Columbus to near Sugar Creek, 13.45 miles, and State Rd. 12, Indianapolis j to Mooresville, 4.79 miles.
