The great silence—brought on whoti the mayor informed me he "would send for me ■when lie wanted me—continued through tho summer. The newspapers discussed the silent period and began to predict my dismissal. My insistence upon carrying out tho mayor's pledge to the people intensified the situation. On Sept. 17, 1024, I attacked the civil service commission when I discovered they had been reinstating policemen discharged during the previous administration. We also turned our attention to the flood of industrial alcohol, freed on Government i>enmfs, w.hich flawed from permit holders to bootloggers. In two months' intensive work we managed to dam the flood to a great extent. Meanwhile the effort to wipe out the $154,000 deficit in the widows' fund continued. A game had tx-en arranged with the New York police team, and I invited the team and Commissioner of Police Richard Knrlght of New York and other officials of that department to a dinner. Mayor Omits Courtesy T also invited the mayor, members of his cabinet and other officials. The mayor did not have the courtesy even to send his regrets. Between sessions Senator Brookhart told this story to liis favorite page boy: “Three partners owned a small sheep farm. They kept the sheep out in the field during the day, but when night came the sheep were lodged in a huge bam. This barn was divided into numerous stalls. The partner’s took turns at bringing the sheep in for the night. And any one of their wives could tell, by merely glancing in the stable, which man had done the work on that particular day, for each had a different method of bedding the sheep. The oldest fanner always put three sheep in one stall. The roly-poly partner put four in a stall, and the youngest man crowded seven sheep into a stall. However, it was the custom of all three men to bed the leader and his mate alone in the first stall. Under these conditions, what is the fewest number of sheep that these farmers could possess? Last puzzle answer: The scale bearing the burden of Chief Two Moon, his wife and papoose tipped at 390 pounds. Mrs. Two Moon weighs 30 pounds more than her husband and baby, or 210 pounds. Her baby weighs 87 Vi per cent less than lior husband or oneeighth of Chief Two Moon's weight.

It therefore weighs 20 pounds and Chief Two Moon weighs 8 times 20 or 160 pounds. To solve this problem subtract 30 pounds from 390 pounds and divide that answer by 2. This gives 180 pounds or the joint weight of baby and father. I found that the manufacturer holding the uniform contract was a warm personal friend of the mayor. 1 knew that it was wrong to order the blue uniforms, but rather than have the men shiver during the cold days ahead I decided to give in. However, i went on record as to my reasons for wanting the other cloth. A day later, in Atlantic City, the mayor, asked about the great silence, said! “Tho situation is rapidly becoming intolerable." Then, pressed further about my lumored dismissal, he urged the citizens to keep cool and said if he found it necessary to dismiss me he would give my successor the same instructions lie gave me. Gossip Started Anew Naturally that .started the gossip anew. Police morale declined despite every effort to keep it up. On Sept. 21 7 went to Washingto lead a Philadelphia police delegation in a parade. It was rainy and cold and I became very ill. Menwhilc. when lie returned to his office from Atlantic City the mayor, again pressed by newspaper men about my future, said: “I had the guts to bring General

The true reason. of course, was that the politicians who had elected him were demanding that I be ousted. City Is Aroused The city seemed to l>e aroused. Plans for an old-fashioned town-i meeting were started by several organizations. A group of clergymen called upon the mayor to protest against my dismissal and were informed that my successor would be a good man. Being pacificists, the cleargimen appeared satisfied. All this time I was critically ill at my home, verging on pneumonia. Soon the mayor let it lie known that lie had written a letter to me "to , end tlie intolerable situation." Through a spokesman it was given out that tho mayor’s communication dismissed me. The people of the city seemed to be angry and excited. The mayor, feeling the pulse of public sentiment, put off sending the letter from day to day, saying he woud not soil'd it until I returned from my sick bed. At one time lie accused me of malingering. To me, a Marine, that was an insult. Mayor Is Insulting Dr. Hubley R. Owen, chief police surgeon who, with two specialists, treated me, was summoned by the mayor and asked about my condition. Dr. Owen told him 1 was very ill. The mayor expressed an opinion that 1 was feigning illness to postpone dismissal. Dr. Owen, furious, told me of the conversation later in the day. T was at my wits’ end. Police activity was continuing under direction of Assistant Director Elliott. But 1 wanted to get down to city hall and tell my side of tho story. I wanted the people to know that my dismissal —if dismissal it was to he —was prompted by displeasure at my sincerity in carrying out tho explicit promises of the mayor. The mass meeting came. Despite a heavy storm more than 4,000 persons jammed their way into the historic Academy of Music to listen to speaker after speaker urge upon the mayor that the director of public safety be permitted to continue his policy of impartial law enforcement. In the words of the resolution passed, it was “a friendly, kindly, but aroused citizenry,” demanding that the mayor refrain from dismissing me. Before this meeting was over, a reconciliation had been effected. But the public was not to know of it until two days later. (General Butler will toll tomorrow of how he and the mayor were reconciled by a group of four citizens, and of how the mayor, for political purposes, changed his entire front and announced his intention of seeking to liave the President extend Butler’s leave of absence for another year.)
