from the city, but not confiscated as they should have been. Every once In awhile the politicians would spread the rumor that I was to be ousted and the Ud would be lifted and vice and rum would return to their own. This always meant renewed drives and raids. All efforts were not vain. Poison liquor which in the preceding administration had exacted a toll of many lives was entirely eliminated. More than 200 dives, masquerading as restaurants, cider saloons and cigar shops, which had openly sold what was called ‘‘block and fall” whisky (walk a block and fall dead), were closed before the end of the half year. Deaths from that cause ceased. More Actual Policing I worked out a plan to remove the police from the control of politicians and at the same time to put more of them on street duty. It must be understood that out of the entire force of 4,200 men, only half wore available for street duty. That meant 2,100 men to patrol 3,500 miles of streets and alleys. Manhattan, in New Tork, with 2,800 miles of streets, has almost four times as many men on patrol duty. Our 2,100 worked in three shifts of eight hours each, so there were never more than 700 men on the streets at any one time. "We abolished indoor sinecures and put 200 extra men on the street. We eliminated several antiquated police beats and so obtained sixty more men for patrol. Then we dealt the death blow, for the time being, to political control. As previously explained nearly every ward had a police station. There were forty-two stations. A study revealed that elimination of eighteen of these stations would save hundreds of thousands of dollars, would release 160 men for patrol duty and would make it hard for the ward politicians to handle the police. Politicians Mixed We rearranged the districts so that each police station covered two or more wards. This would naturally bring two or more ward leaders into conflict for control. Instead of one lieutenant in each district, we could have two and a captain. And each of these three would be brought in from a different part of the city, with different political affiliations. How could two or three ward leaders control three different police officials from outside wards? We believed it would be impossible. We worked out our new map and put it up to the mayor, having first obtained a written opinion from the city solicitor that the plan could be put Into operation by the director of public safety, without legislation by the city council or the approval of the mayor. I explained to the mayor that the plan would help me carry out hts pledge to the people to divorce the police from politics. At the same time it would help keep crime down. The mayor approved and initialed ; the plan. T made it public. It served as a ; bombshell. The Philadelphia politicians immediately realized Its i significance. They saw it would take the police out of their control. Trouble for Mayer They saw also that the magis- j trates would be less of an obstacle to law enforcement. Under the law the police had to take persons ar- j rested before the magistrate of the ! district. Some of the new districts ! would have two or three magistrates, j So, we could select the magistrate least hostile arid least under the control of the local leader. Using this dog-eat-dog policy we would obtain warrants otherwise impossible. Let us say Doss Vare and Council President Hall were at outs, as they were. Each controlled a magistrate in the same district. Hall’s magistrate would issue warrants for a place controlled by Vare friends—and vice versa. The politicians growled and grumbled. Knowing it was futile to grumble to me, they turned on the mayor and made his life miserable. In droves they flocked to his office and insisted that he call me off. They harassed him almost to death. Bill Vare raised a terrible racket. Charley Hall did likewise. Every ward leader who was to “lose a police station” demanded that the mayor stop the scheme or dismiss me. They brought huge delegations of -Pitizens to protest, but I convinced the delegations that the move was a proper one. The mayor was in a predicament. He‘didn’t want to offend the politicians, he wanted their good will, for he had his eyes on the Governorship. What was he to do? (Copyright, 1926, by the Bell Syndicate, Inc.) Both architects and builders have made tho most of the possibilities of the bungalow in the hdine of Mr. and Mrs. Walter Meade, on the Shelbyville Rd., a short distance south-east of Indianapolis. Built of brick veneer, the bungalow Is located more than 300 feet from the road. A winding drive of crushed stone leads up to the hqpse and passes under a napproach on the side, and to tile double garage in the rear. A porch across practically the entire front of the building is enhanced by evergreens growing on either side of tile cement walk. The building materials used by the exterior were supplied by the F. J. Schuster Coal Company. Chenille face brick combined with stipple buff face form an interesting pattern in which the buff is used as a border just below the eaves. The roof is made of the octo style of shingle. a Good Arrangement Mrs. Meade takes particular delight in the- arrangement of the rooms. The front door opens into a large, rectangular living room, with a den in the form <d an alcove balanced on the right by a fireplace finished in buff brick and tile. The floors nra light hardwood and the woodwork is of walnut shade. Through an arched door, the visitor enters the dining room, finished in harmony with the first room. A square hall connects with the dining room, kitchfn, bath and two bed rooms. The bedrooms are unusually large, ami cheerful, with their flowered wall paper, light finished floors and ivory woodwork. Flexo Tile Floor Any housewife well might point with pride to the kitchen of this house. The floor is of flexo tile and the walls of sanitas. An eleven foot cabinet, containing drawers and shelves for all culinary needs, stretches beneath three windows, which insures both sunshine ami ventilation. ASSOCIATION’S POLICY IS TO ASSIST PUBLIC Railroad Men’s Organization Steady Growth Since 1887. “To give the public the benefit of the best earnings consistent with safety,” these are the words of the president of the Railroadmen's Building and Savings Association, 21-23 Virginia Ave., and- epitomize the policy of this reliable, old concern. The Railroadmen's Association was organized ii* 1887, and has grown steadily and surely since then. At the end of its first year it had assets totaling- $5,017.90. On Dec. 31, 1925, its assets amounted to $46,048,306.’58.
