HEADRICK OPENS DRIVE Congressional Candidate Makes First Speech at Carr’s Hall. “When we quit kicking around tho tariff in the political football game, business, industry and agriculture will be stabilized,” William D. Headrick, candidate for Democratic nomination for Representative in Congress from the Seventh district, said in his opening speech at Carr’s Hall, E. Washington St., Alonday night.
