HEAVY RAINS ARE HELP TO STATE ROADS ) Flushed Off Surfaces, Bulletin States —Some Not in Good Condition. Heavy rains this week were a benefit rather than a detriment to many gravel and stone surfaced big-sways, because they flushed off spe surfaces, it was pointed out in vne State highway commission's weekly traffic bulletin today. Reports show that northern Indiana, particularly in the Valparaiso and Chicago districts, is experiencing much difficulty fighting elements. Early this week the district was swept by snowstorms, and huge drifts four and five feet deep had to be cleared. Usually there was some thaw in the day, but by night surfaces were frozen.
