mouth disease, and other menaces to agriculture. The court has ruled that an act of Congress in 1917 conferred sole power to quarantine States upon the Secretary of Agriculture. But this is the first time the act has been so interpreted. Western Senators are alarmed over the court's decision and fear that if their States must await action from Washington when threatened by insect invasion, serious results will follow. Secretary Jardine is sympathetic with this point of view. To remedy the situation Senator Jones of Washington has placed a measure before Cong Tess providing that until the Secretary of Agricul ture finds it necessary to establish a quarantine between States, each State may enforce its own quarantines and regulate transportation of
nursery stools, plants, fruits and seed through its territory. ELECT PENNSY DIRECTOR Philadelphia Engineer Named on Railroad Board. Charles Day, Philadelphia, was elected a director of the Pennsylvania Railroad, to fill the vacancy created by the death of George Wold Feb. 17, according to an announcement received by local officials. Day is president of Day & Zimmerman, Inc., an engineering firm of Philadelphia. He was a special representative in the Secretary of War’s tour of observation in Eng land and France during the World War.
