Times Wnshinoton Bureau . 1.122 New York Avenue WASHINGTON, March 19.—The Main street retailer and the “approval” mail order houses are at war before Congress. They came to grips before the House Committee on offenses against the postal system. It held hearings on a bill sponsored by Representative Watson of Pennsylvania, denying the mails to unsolicited merchandise, sent on approval to prospective purchasers. Watson filed with the committee a statement showing that 600 chambers of commerce and business associations in forty-two States had written to him approving the bill. It was originated by a Norristown, Pa., publisher in Watson’s district. Defense Offered On the other hand, twenty persons representing the firms which send handkerchiefs, sox, ties, Christmas cards and other articles to people through the mail in the hope they’ll send back a dollar, testified to the respectability and the economic value of their business. Their goods are cheap, of high quality, and they get thousands of letters praising them for every one |of complaint, they said. It was Pbrought out that one firm in Pennsylvania spends $750,000 in postage alone, and the total amount spent by such firms amounts to millions yearly. Representative Treadway of Massachusetts ridiculed the bill, on behalf of a Westfield, Mass., constituent who, Treadway said, gives the Westfield postoffice one-third of its yearly business.
