Shoals civilian inquiry commission probably aren’t feeling just now. This five-man commission, appointed by Coolidge in March, 1925, spent months trying to determine what the Government had best do with its $150,000,000 power plant. Last November the commission submitted to Congress, through the President, a careful report. Its Recommendations And Congress proceeded to indicate its appreciation by ignoring the report and the recommendations therein almost completely. Not more than three or four times during the recent debates in the Senate and House was the report even mentioned and the lease resolution finally adopted was, in several impor-

tant respects, directly contradictory to the recommendations. The commission, as expected, recommended that Muscle Shoals be leased immediately to some private company for private profit. But it advised that the lessee be required to bear the full upkeep cost of the great dam, this maintenance sum to be' computed by army engineers, and that the lesseee “be required to set up adequate sinking funds to return to the United States its entire Investment in the leased properties within the lease period." able, the Government should start operating the project within ninety days, the commission said. bidders were willing to meet reasonable requirements. The resolution adopted by Congress merely authorizes that the lease be negotiated on terms at least equal to those offered by Henry Ford in 1924. Ford never offered more than $55,000 a year toward maintenance of the dam, nor more than $50,000 a year toward amortization of the Government’s investment. The dam, of course, cost about $67,000,000. The maintenance, according to estimates made- in Congress in 1!'24, will cost about $670,000 a year at a minimum. Ignore Farm Aid More significant than anything else of how the commission’s report was disregarded, however, was the undimmed ardor with which spon-

sors of the resolution In Congress described miracles to be wrought for the farmers in the way of cheap fertilizer. The sponsors ignored the commission’s statement that “at present there are no satisfactory electro-chemical or electric furnace methods of fertilizer manufacture available for Immediate use on a large scale at Muscle Shoals.” The sponsors also Ignored the commission’s statement that even if Muscle Shoals did produce cheap fertilizer,’ American farmers probably would never use it. The commission .showed £hat farmers today prefer to pay $36.78 a ton for ready-to-use fertilizer rather than $26.85 a ton for concentrated ingredients such as might eventually be produced at Muscle Shoals.
