INSULL SUED FOR $2,500,000 Broke Agreement, Rival Utility Head Charges. Bv United Press CHICAGO, March 18—Alleging that Samuel Insull violated a gentleman’s agreement and obtained control of all electric power systems in the Kankakee River valley, Millard R. Powers, founder of the Illinois Light and Power Company, has tiled suit for $2,500,000. Powers alleged in his bill that Insull agreed as latte as 1909 that he was not interested in anything but Chicago electrical development and that he would let alone the northern Illinois project of Bowers that extends through Aurora, Plainfield, Joliet, Wilmington, Kankakee, Gary, •Ind., and Michigan City, Ind. But, the bill said, late in 1909 Insull became intereted in an electrical power system in Joliet. Then, the bill said, a meeting was held and a gentleman’s agreement was made whereby each would stay in his own territory. The bill further declares that in 1911 Insull induced parties who contracted with Powers to violate those contracts and sell to Insull at "outrageously high prices.” FLOWER LOVERS MEET “Tulip Boom” in Holland Described —Moving Picture. The Cropsey auditorium of the public library was filled Wednesday night with flower lovers for the program on tulips given by the Indianapolis Garden Flowers Society. Preceding a lecture by Sol Douglas Bash, a film, “In Tulip Land,” picturing the Holland tulip fields and industries was shown. Bash described the “tulip boom” in Holland In the seventeenth century, and said that bulbs ranged in price from SBOO to $6,000. R. Walter Jarvis, superintendent of parks and recreation spoke.
REPORT THREE MISSING Two Women Ask Police to Search for Husbands. f Three missing persons were reported to police late Wednesday. Frank Goins, 60 S. Oriental St., told police his son, James Hubert Goins, 13, was last seen near 1400 E. Washington St., at 5 p. m. Wednesday. He left home at 8 a. m. and failed to return. He has blue eyes, light hair and complexion, and is medium build. Two wives reported their husbands missing. Willis Cottle, 25, of 1313 S. Alabama St., was said to be wearing dark clothing, and Marion Reno, 52, of 2918 Wood St., was wearing a dark brown overcoat, blue ti'ousers and blue shirt when last seen. SCHOOLS LAUDED Public schools furnish the channel through which the gifted and unusual intellects of the race may transmit their blessing to mankind, Albert Stump, Democratic candidate for the long term senatorial nomination, said Wednesday night before the Parent-Teacher Association of School 38.

KEEP TWO AND DISREGARD LAW City Engineers Who Failed to Pass Retained. In disregard of the law retention of W. A. Osbon, assistant building commissioner, and W. D. Lee, structural engineer, was authorized at a conference between Mayor Duvall and board of safety members Tuesday. On Duvall’s request Osbon and Lee, who failed to receive State engineer's license because of inexperience, will be retained until early in .April, when they will face the State board for another examination, O. D. Haskett, board president, said today. Asked how the board proposes ta circumvent law violation, Haskett said: "I’m not mayor; It’s not up to me to worry.” However, Haskett said Bert J. Westover, building commissioner, will have the power to oust building department employes who fail to deliver.
