171 PETITIONING PARDON BOARD FOR CLEMENCY > Twerity-Two New Pleas Are Filed for Local Persons. Names of 171 prisoners in State penal and correctional institutions appear today on the list of applicants for executive clemency, whose pleas will be heard by the State pardon boprd beginning Monday. New petitions total 113, including twenty-two filed for local persons. Os the fifty-eight reopened cases, fourteen are for local applicants. Sixteen life prisoners are seeking clemency. POLICEMEN MAY APPEAL CASES Judge Miller Rules Against Shank Appointees. Patrick J. McCormick, attorney, today announced he probably would appeal to the State Supreme Court, the ruling of Judge Sidney S. Miller of Superior Three, Tuesday, in favor of the board of safety in ousting three patrolmen from the police department. Motion made by Don Roberts, assistant city attorney, claimed McCormick failed to state a cause of action, to prove any allegations and that board did not act in good faith. The ousted men who sought reinstatement are ■ John Sheehan, Michael Keating and James Scully, Shank administration appointees. The hearing was to allow the board to give rehson why it should not obey an alternative writ issued last week ordering the board to reinstate the men. The men were dismissed Jan. 4, on grounds the department had insufficient funds. “Asa matter of fact I feel sorry for these men," said Judge Miller. “They went on the force in good faith, but there has been no showing that the board did not act in good faith." A radio apparatus, transmitter and receiver, weighing 57 pounds, has been designed for airplanes.
