WASHINGTON, Feb. 16.—Right after the conference, Feb. 22, of the joint committee of the fo\m organizations opposed to prohibition, the campaign to Repeal or . modify the Volstead act will be be;un in Congress. If present plans go through there will be educational hearings before committees of both *he Senate and the House, at which prohibition will lie put on trial. Senator Walter E. Edge of New Jersey is completing arrangements for hearing before a sub-committee of the Senate Judiciary Committee. Many witnesses, including preachers, editors, lawyers, doctors, Captains of industry, labor leaders and big'bankers, are expected to appear. Unofficial Committee In the House there will be hearings before an unofficial committee, styled “The committee on the modification of the Volstead law.” After the hearings this committee will consider all bills and then formulate one bill .and submit it to the House Judiciary Committee with a Bequest for hearings. Representative John Philip Hill of Maryland is the leader of this socalled wet bloc of the House, where fifty-nine Congressmen have taken a decided stand for modification of the Volstead act. On the face of things there appears to be little chance for making even a dent in Volsteadism at this session of Congress. On past record both Houses are overwhelmingly

Lack Courage While there are many Senators and Representatives whose personal convictions are not dry and who would like to vote to modify, still not many of them will have the •ourage of their personal convictions until convinced that there has been a decided change of sentiment among the folks back home. This is well understood, however, by leaders of the modification movement. They realize that they are starting in Washington a campaign that will be carried into every congressional district in the country.
