WASHINGTON, Feb. 12.—GovernYnent operation of Muscle Shoals tinkler a Federal commission of three men will be advocated In a bill which Senator McKellar of Tennessee, is expected to introduce in the Senate within the next week, With it introduced, there will be three government-operation billj T>ending in CongresV The other two bills were introduced by Senators Norris of Nebraska, and Smith of South Carolina. New Attitude The McKellar bill will reflect the fast changing attitude of Tennessee business men toward those who Would give not only Muscle Shoals but practically all of the Tennessee River to private power interests. MeKeller is insistent that the nitrate plants at Muscle Shoals be fully developed for national defense and for experimentation in fertilizer manufacture, and that surplus power be •stributed to the public in all nearI state at the lowest possible cost. His bill may provide for purchase iby the federal operating commission of transmission lines in the South; Threw Wrench It was McKellar who threw a Wrench Into the plan of four private ,!power companies to secure options ■on fourteen dam sites on the upper Tenessee River. Three former Tennessee Governors and a former State Supreme Court Justice joined in wiring him as follows: “We respectively urge you to resist strenuously the proposed pre-emption and giving away of Tennessee’s wonderful water power. It is the greatest of her undeveloped resources and should neither be sacrificed nor made foundation for monopoly. Tennessee threw away her Cumberland moun tain coal and timber fields, granting 50.000 acres each to many enter prising seekers, thereby destroying development and robbing posterity This folly should not be repeated and we implore you to prevent it.”
