JUDGE COLLINS CANDIDATE FOR RENOMINATION Republican Seeks Election for Fourth Consecutive Term. James A. Collins, judge of Marlon Criminal Court, today announced his candidacy for renominations on the Republican ticket. Judge Collins, who was elected in 1914, Is completing his third term Prior to 1914 he had served four years as city court Judge. In the lower court, Judge Collins attracted attention by Introducing a system of adult probation. He or iginated the idea by placing men on their honor and giving them an opportunity to pay their fines and costs in installments. A total of 3,833 persons paid fines and costs totaling $34,014 In this manner. Backed by Bar Judge Collins consented to become a candidate for the Criminal bench in 1914 when 179 members of the Marion County Bar Association ; urged that he introduce a similar system of adult probation in that court. During the eleven years Collins. has committed 4,722 persons to penal institutions, as follows: Indiana State Prison, 682; Indiana Reforma tory, 1,117; Marion County workhouse, 142; Indiana State Farm, 1, 450; county jail, 1,183; Indiana Worn an’s Prison, 47, amd correctional de partment of * Indiana Woman's Prison, 101. Work Heavier In addition, five persons were sen tenced to death and ten sent to the colony for criminal insane at Indiana State Prison. Judgment has been withheld in -1,078 cases. Os this number less than 1 per cent have had the suspension of sentence set aside and committed to institutions “The work of the court has kept pace with our increasing population and is heavier now than ever In its history,’’ said Collins. “At the beginning of this term there were 1,058 cases awaiting trial, of which 532 were city court appeals. The jury calendar has eighteen cases ready for triaL Os this number five are for murder; five for manslaughter, growing out of automobile accidents,” said Col 11ns. "The work of the court is so heavy that it will be impossible to devote any time to the primary.*’ Collins said. He will not make a canvass for renomination. HINERSCORES BUS STATUTE Says Interurbans Plan Fare Increase. Criticising the 1925 law vesting the public service commission with control of motor busses. Ward B. Hiner, candidate for tho Republican nomination for United States Senator and father of the now defunct Red Ball bus system, today branded the statute as the “weapon with which Interurbans exterminated their motorized competitors.” Hiner predicted a wholesale increase in motor bus fares, now that control virtually has been transferred to traction interests. Hiner said he would re-enter the transportation field when the 1925 law is repealed. The Red Ball Lines, he said, did a gross business of about $40,000 last July, as against SB,OOO the foregoing December. Pointing to the growth in business, he said there was on question that the lines would have equaled operating expenses and depreciation reserves eventually. Records of the company, he said, will show that $2,000 -was spent monthly defending drivers charged with minor law violations. The ar-
