SENATOR SAYS U.S. MUST KEEP MUSCLE SHOALS Smith, Who Started Project, Prepares to Fight Power Grabbers. Time Waahinptnn Bureau, IStt New York Avenue. WASHINGTON, Jan. 25.—Senator Ellison D. Smith of South Carolina, joined forces with the West today to prevent Muscle Shoals being seized by power grabbers. Smith announced he would introduce a resolution In the Senate demanding the Government’s great $150,000,000 Alabama power project be developed for and by the people. “I have a right to be heard,” he declared. “I started the whole thing. Ten years ago I introduced the original resolution by which Congress appropriated a vast amount of money for construction of a national nitrate plant, a necessity for the national defense. That project has now been completed at Muscle Shoals, Ala., and is ready for operation. We have spent $150,000,000 on it. And I, for one, do not intend to stand Idly by and see it given to private interests for development for private profit. Need Nitrates '"Whose business Is it to defend this country? The Federal Government’s, certainly! The Government cannot defend without a permanent source of supply of nitrates for manufacture of ammunitions. The defense of the Nation cannot be handed over to some private electric company. The Government must retain Muscle Shoals and it must develop it primarily for the purpose of producing nitrogen. In peace times this nitrogen can be turned into cheap fertilizer for the farmers, and any power that is not used by the Government can be sold to citizen consumers and independent manufacturers. The Nation must not forget, however, that the project is pricipally a war necessity, as important almost as the army itself.” Smith became angry in discussing propaganda of the power grabbers that the Government would never be able to operate the giant plant with economic success. lltes River "For fifty years.” he declared, “private shipping companies were unable successfully to operate boats on the Mississippi River. It required the Government to show them how. The Government, through its Inland Waterways corporation, has been operating a fleet on the Mississippi at a profit for five years.” With Smith’s resolution, the Senate will have two measures to consider, both providing for Government operation of the Governmentowned Alabama project. Senator Norris of Nebraska introduced the first resolution in behalf of the people and opposing the private power interests. Norris declares that Government operation will prove to the people that power companies are charging them through the nation from 100 to 300 per cent too much for electricity.
