‘BLUE SKY’ LAW IS PRAISED BY jTATEOFFICIAL Securities Commissioner Says Stock Scandals Will Be Prevented. There will be no more Dollings, Hawkins and Consolidated Theaters and Realty Company stock and security scandals In Indiana as long as the present “blue sky’’ law is in effect, according to David Jennings, State securities commissioner. Jennings said that all of these companies, the failure of which cost the people of Indiana several million dollars, operated under an old law which has now been repealed. The Consolidated Theaters and Realty Company, the latest organization to fail, probably will cost Hoosier investors between $500,000 and $1,000,000 Jennings said. He said he felt that reports saying at least |2,000,000 had been invested in the venture by Indiana people were “greatly exaggerated." Under Old Law This company, and the Dolllngs and Hawkins organizations, operated under a law, yhich provided that “any Indiana or foreign corporation that had 75 per cent of its securities authorized or sold prior to Aug. 1, 1920,” could claim exemption from the act. a result of this clause these were not required to qualify with the securities commissioner before placing their stocks on sale.’ All of the ITawkins stock was sold under this clause, and Former Security Commissioner Mendenhall, who attempted to have the clause repealed, always contended that it' was the “Hawkins lobby" that defeated his efforts. Used Old Clause Seven of the eleven Dollings Companies in Indiana operated under this dfciuse. Two of the other four never were sold, Jennings said, and the other two companies presented sworn statements, which tended to show the concerns were above re proach. The effort to repeal this exemption clause was made in 1923, but it was not until 1925 that the measure was finally pushed through the State Legislature. Under this clause no affidavits were required from companies 'affected and the concerns were free to sell their stocks where ever they pleas ed. Sold to Teachers’ Jennings is of the opinion that the majority of the money lost in the Consolidated venture, will be found in the vicinity of the Normal schools at Muncie, Terre Haute, Danville and around colleges at Richmond, Bloomington and Lafayette.
