CITY COUNCIL KEEPS UPPER HAND IN FIGHT * Temporary Loan Cut to $200,000 —Present Ordinance on Glenn’s Job. City councilmen today remained in control of the municipal tangle. Failing to heed a letter from Mayor Duvall requesting a temporary loan of $600,000 to pay salaries, the city lawmakers Monday night cut the estimate to $200,000 and passed it under suspension of rules. Only pay rolls of Jan. 15 and Feb. 1 will be provided for by the reduced loan, William C. Buser, city controller, said. When the administration leaders require additional funds In February, they must again go to the counciL City taxes will not be received until March. Councilmen said they reduced the loan to save interest charges and because they believed It was all the money the odminlstnatlon needed. Although five hundred persons, the largest audience in council for many years, gathered to hear oratory against Supervisor of Detectives Michael J. Glenn, they were disappointed. No fireworks occurred beyond the introduction of the ordinance to abolish the position Glenn holds. It was referred to the committee of public safety, following explanation by Otis E. Bartholomew. A board of health temporary loan of $150,000 also was referred to a committee. Councilmen voted to strike from the files an ordinance to establish a $3,000 job for Charles J.
