Bn Timet Special LONDON Jan. 8. —England keeps down crime partly by giving her policemen a decent chance. She expects ,a good deal of them, but not too much. She gets them young, treats them well, makes them the protectors but never the masters of the public, and pensions them out of public funds when they have served twenty or twenty-five years. It Isn’t that they are any better men than are American policemen. But their training and their outlook on life.are different. About 6 per cent of applicants for admission to the police force are accepted. Those 5 per cent are turned Into athletes, so that they can run a prisoner down, get him down and keep him down. A fat poltceman In London is a rarity. British policemen have few financial worries. They are well paid, and their uniforms are provided for them. "So are thgir living quarters —bachelors usually at police stations in comfortable rooms, married ones have their rent paid. A policeman’s x>b is provided by the public, and a British policeman must be courteous to the ordinary member of the public. He will accept a quarter tip in return for a favor. But as his job Is a good one, and- safe, he won’t Jeopardize it by accepting a bribe of $25 from a man he Is about to arrest. He is part of a system, and only the system can make or break him. He is never broken Just because somebody doesn’t like him. He doesn’t have to care whether he armrests an "influential” or not; the whole police organization is \>ack of him. It is the influential man who gets broken —if he is guilty. Because of all this; because he treats criminals and the public fairly, the criminal respects him and the public is proud of him and supports him. He doesn’t carry a pistol; if there is a pistol case, trained detective marksmen go out on it; but when a desperate criminal comes along he is dealt with.
