HI JOHNSON IND HOOVER AGREE ON ONE THING! Both for Construction of Boulder Dam, West’s Biggest Project. Times Washinoton Bureau. 1322 Neto York Avenue. WASHINGTON, Dec. 25.—Senator Hiram Johnson and Secretary of Commerce Herbert Hoover, for years leaders of two conflicting schools of political thought in California, once ' Ivals for the presidency of the United States, today stand united in asking Congress to construct the '’ast’s biggest project, the Boulder Dam in the Colorado River. Johnson is concentrating his entire effort at this session on passage of the Swing-Johnson bill for conr.truction of the dam. Herbert Hoover was one of his Strongest witnesses before the Senate Irrigation committee. As an internationally famous* engineer, and as president of the Colorado River Compact Commission, Hoover’s verdict on the Colorado River carries weight. Hoover tord the committee that a high dam at Boulder canyon to control floods, store water for irrigation, provide a domestic water supply for Los Angeles, and furnish power for the development of the Southwest is the one immediate need of this generation in the Southwest. While he supports the contention of States ia the upper drainage basin of the river that no dam should be built until the Colorado River compact, allocating water among the States, is signed by Arizona and California, Hoover expressed confidence that ratification is not far off. “I doubt if there was as much emotion among the thirteen original States over ratification of the Constitution as there is among western States over water rights,” said Hoover. "And yet the thirteen States all ratified within eleven years. It is only three years since the compact was completed.” • Boulder dam has*stepped to the center of the stage in the Senate and is generally recognized, for the first time, as a national problem of first magnitude. Woollen Says Rechartering May Be Retarded. t • The attempt to inject the question Os amendments may retard rechartering of Federal reserve banks is the belief of Evans Woollen, Fletcher Savings and Trust Company president, writing in the December issue of the HooSier Banker. \ Discussion arose after publication of an article by the Secretary of the Treasury last spring. Charters expire in 1934. Woollen said there are three divergent views. Some of the banks should not be rechartered; some believe they should be rechartered 'at once, while others believe the Federal reserve act should be rechartered first. American Bankers’ Association went on record last fall favoring the extension of the system and proposed that changes be considered separately.

WASHINGTON, Dec. 25.—imitating the %ate Senator Watson of Georgia, Cole Blease, the senator from South Carolina who came to Washington with the reputation of a fire-eater, has started a weekly paper, “Blease’s Weekly.” It is published in Anderson, S. C., but will have a Washington circulation, as every senator and representative is on its mailing list. The first issue was received recently by members. It occasioned a good deal of interest, mixed with some amusement. "They indorse the Republican tax bill, they indorse the Republican reorganization plan, they indorse the Republican tariff and the Republican plan for enforcement of the Volstead act, and it seems to an old-time Democrat they have just about yielded all they ever fought for, including State’s rights, white supremacy. et cetera," he declares.
