IS.—“Regular Republicans’* are In for a little kidding during this session of Congress If Henrik Shlpstead of Minnesota. lone Farmer-Liaborite in the Senate, has a chance to sa -f his say. Taking a favorite Republican statute, Section 16-a of the EschCummins Act, which guarantees to railroad owners a fair return on their Investment, Shlpstead has, by suitable substitution of words, drafted a bill providing for fixing prices on agricultural products. Slnc| Republicans unalterably oppose any legislation to fix prices on farm- products, the Farmer-Labor Senator is taking great glee in pointing out to Republicans that his measure is In perfect harmony with long-established and well-defined Republican principles. Provides “Ratio” Price His bill provides that a Government marketing corporation shall fix a price on farm products in suitable proportion to the general level of prices—a “ratio" price. It provides further that if this “ratio price” does not yield to the producers of agricultural commodities “a fair return upon the aggre gate value of the property of such producers held for and used in the service of production of such commodities,” the corporation shall a price that will guarantee a fair return. Continuing to follow _ the exact wording of Section 15-a of the Esch-Cummlns Act, a "fair return" is defined as 6% per cent on the value of the investment in land and equipment used in the production of agricultural commodities, plus “a sum not exceeding one-half of 1 per cent," to provide for improvements. “Even-Handed Justice” "An Esch-Cummins law for farmers,” Is what Sh±|stead calls It. The corporation is ott powered to determine “from time to time and as often as may be necessary,” the aggregate value of the property of the producer of agricultural commodities, Just as the Interstate Commerce Commission is empowered to determine the value of railroad properties. The purpose of the bill, Senator Shlpstead, says, Is to make applicable to farmers the same protection given by the Government to Industry through protective tariffs, and to transportation by the EachCummins act. Senator Shlpstead says his bill should appeal to Republicans who believe in "even-handed justice,” and *t> Democrats, because It provides ‘equal rights for all." u _______________ GADDIS LANDS IN INDIA Son of Police IJeutenant to Manage Robber Company Branch.
