SHEItK is a story that an ancient ruler of Korea—or ‘‘Chosen,” as It is officially caned by' the Japanese, nleaning "land of morning calm”—once observed that “If men cannot put their heads together they cannot conspire.” So he proceeded to stamp out conspiracy by making his subjects wear hats so big that they had to shout to one another! Fanciful as this story is, the fact remains that even now. since the land has become a province of the Japanese empire, it Is “the land of hats”—hats of enormous size and infinite variety, each kind having Its own significance. You may still see the peasant In short white jacket:, loose baggy trousers tied to the inkle, wadded socks, and wooden boat-shaped slippers, wearing an enormous white straw hat sloping out over his shoulders like a tent. The Korean gentleman, carrying a parasol of strong oil paper, struts about In a long flowing kimona, and wears a stiff hat of glossy black horsehair or split bamboo, sometimes tied with ribbon under the chin. In former day* the single men were not allowed hats, and must wear their hair in queues down l&elr hacks; but If a man was engaged to be married he was allowed a compromise hat of yellow straw! But much of this old picturesque Korea has now disappeared, along with the hermit-like seclusion, and ignorance of the rest of the world, and disease and bad sanitation that ruled before the land was formally annexed to Japan in 1910. Railroads, telegraphs. Improved harbors, new agricultural methods, scientific stock-breeding, schools of silk-cul-ture, an Improved educational system, and better hospltafs— these are the marks of revolutionizing energy with which Japan is now seeking to remake Korea, as she herself was made over In the second half of the nineteenth century. In every way material progress under Japanese rule has been great. But the Korean nationalistic sentiment, with the cry “Korea for the Koreans," became formidable In the years following the World War, despite the stem hand with which Japan put down conspiracies and revolution! ry attempts. • • • K l-- “1 KOREA is a rather mountainous country, about as large v—J as Minnesota, less than half of It Joeing under cultivation. Most of it is a penguin-shaped peninsula thrusting south from Manchuria between the Sea of Japan and the Yellow Sea. In the wild, bleak north rise richly timbered mountains 4,000 to 8,000 feet high. Here prowl maneating tigers, while foxes, antelopes, leopards and bears roam the wooded zigzag mountain range which stretches southward the length of the peninsula. To the west thia range throws off a chaos of spurs with steep-sided valleys—a rich region filled with flooded fields af rice and plantations of tobacco, cotton, hemp, peas, soy beans, grains and ginseng. Here you see the oddly garbed natives, who are of mixed Mongolian and Malayan descent, tilling the soil often with crude wooden plows drawn by oxen, and you see the big native hammer, for pounding grain, rising and falling like a thing of life. It is a mere log whose hollowed end Is so balanced under & stream that the water alone operates it. You pass many walled villages, whose one-storied mud huts thatched with white straw look like of mushrooms. You are astonished to And that the Koreans long ago anticipated our hot-air furnaces; for Are is built at one end of each hut for cooking, and the heat Is carried under the house through a system of pipes and flues to the log chimney at the opposite end. * * • EHE Inland walled city of Seoul, the capital. Is a city of strange contrasts—of redroofed mud huts and splendid modern buildings. Street cars clang past vendors squatting In front of their shops and porters trudging along under enormous burdens. Such Innovations and the many others which are transforming Korea from a "hermit nation” are due to the Japanese, who have been masters here since their victorious war with Russia (1904 5). But Korea’s national life extends more than 3,000 years in the past. It early developed its own arts and a literature written almost entirely In Chinese. /Printing by means of movable metal types existed in Korea in the fifteenth century; and one of their admirals In the sixteenth century invented an iron-clad vessel propelled by oars. About the same time Korea became tributary to China, following an unsuccessful Invasion by Japan, which left lasting hatreds In Its wake. Tribute continued to be p-old to China until 1895, the last year of the China-Japanese war. In 1876, Korea waa forced to break down her age-long seclusion against foreigners. In 1697, the sovereign adopted the title of emperor and Korea became an Independent kingdom. The Russian attempt to dominate Korea was the cause of the Russo-Japanese war, which ended by Russia recognizing Japan's paramount interest in Korea. The Japanese formally annexed Korea In. 1910, when Chosen was restored as Its official name. Coarse cotton and silk cloth, bamboo screens, Inlaid ware, and pottery are manufactured, and mats of

fabric are woven from hemp and grass. Moat, butter and cheese are but little known to the natives, but cattle-raising Is gradually becoming an Important industry. The land yields gold, copper, coal, Iron and other minerals. Many of the gold mines are In the hands of Americans. Missionaries are spreading Christianity with amazing success, and the native converts are said to number more than 1,000,000. MARION COUNTY EXCEEDS QUOTA IN INSTITUTIONS Figures Given by Secretary of Board of State Charities. Os the 15,016 persons housed in the twenty State Institutions Sept. 30, 1925, 2,086 of the number were Marlon County Inmates, It Is shown In a survey made today by John A. Brown, secretary of the Indiana Board of State Charities. Although Marlon County represents only 12 per cent of Indiana’s general population, 14 per cent of the State's Institutional population comes from this county, Brown points out. At the close of the last fiscal year there were 8,240 patients In the State’s Institutions for Insane cases, 5,025 Inmates In the penal and correctional institutions, 464 pupils In the Schools for Deaf and Blind, 424 In the two State hospitals for the sick, and 863 in the homes for soldiers and their dependents. Reformatory Crowded Although the - State Reformatory at Pendleton was planned originally to accommodate 1,200 men, approximately 1,600 are Imprisoned there now, and it has been necessary to confine two men to a cell and erect temporary quarters to take care of the overflow. Reformatory officials are understood to have asked the State Prison to take care of part of the overflow. The State Prison Is accomodating about 1.750 prisoners at. the present time and Is crowded to capacity.
