Fair value of the Indiana Bell Telephone Company, fm- .tp - 1 - ing purposes, was esumuie.i ~ 060,000 today by Edward W. Bemis, special valuation engineer for the public service commission, which is completing an investigation to fix a new rate schedule. Bemis said that 6 per cent on this valuation would provide the company a fair return and proposed 4.5 per cent as a reasonable annual allowance for depreciation. Bemis’ valuation was surprisingly low, compared With the $28,425,069.50 estimate he placed on the depresicated reproduction cost of the property and with the $31,955,860.53 rate valuation of the commission in 1923, held confiscatory by Federal Court.
