MAYOR-ELECT FOR MANAGER Official Indorses Business Form of Government. JBu Timet Soedal ft TIPTON, Ind., Nov. 13.—The city Manager form of government, as the best and most practical governmental system for the average city was indorsed by Morris Petty, mayor-elect of Frankfort, before the Rotary Club here. Many of the Rotarlans supported the ideas given by Petty. “The city manager form and other new systems which have been tried in many places are opposed by the old-line politicians, because they feel' they would be left out in the cold when business organization is voted into power,’ Petty asserted. The mayor-elect said he believed the city manager form would be installed in many Indiana cities if the ’ power of the politicians had not kept down sentiment for a change. papeiFplant reopens Bv United Press CARTHAGE, Ind., Nov. 13—The plant of the Dixon Board Mills Company, formerly owned by the American Paper Products Company, has been reopened after more than a year of inactivity. STATE TO GET LAKE ON PARK Virgin Forest Will Be Given, Says Lieber.
