crnr manager LAW PRAISED t League Secretary Lauds Indiana Statute. Indiana’s law permitting cities to adopt the city manager form of government is one of the best, said H. W, Dodds, National Municipal .League secretary, of New York, in a letter .to Joe Rand Beckett, attorney, an executive committeeman of the city manager movement here. The Indiana law was drafted by Dr. A. R. Hatton, civic expert of Western Reserve University, Cleveland, Ohio. Hatton, a widely known municipal law expert and charter consultant for the League, has frequently spoken here. "Certainly the Indiana law is superior to the New York law and in some respects an improvement over the New Jersey law, with which we had a great deal to do,” Dodds said. G. 0. REPEAL OF TAX IS NOT LIKELY Inheritance Assessment Probably Will Stand. Bn Time* Special WASHINGTON, Nov. 11.—Members of the House Ways and Means Committee are framing the new tax reduction bill feeling that the muchheralded barrage by States against the Federal Inheritance tax has proved only a desultory rifle fire. At the hearings only six southern Governors made their appearance, and twelve other States had representatives to express the senitment of their executives. It had been previously reported that thirty-two Governors were opposed to the tax, but the Governors and other representatives who did appear were divided. Virginia imposes more tax per capita than any other southern State and according to all the views of the propagandists demanding immediate repeal should have been the warmest supporter of the movement. But Governor E. Lee Trinklo informed the committee that he doubted the wisdom of immediate repeal and was later even more emphatic in his testimony in opposing the immediate repeal. Gov. Thomas McLeod, South Carolina, was equally unwilling to

see the Federal inheritance tax dropped at once, but favored a gradual withdrawal. Gov. Henry L. Whitfield. Mississippi. when asked what he thought would happen If the Fed“ral Government turned over the field of inheritance taxation to the States, said he thought the States would vie with each other in order to pass a law that would attract the most capital and the most people to the State and “we would have chaos and confusion.” OIL A LOOSING GAME Expanse* Exceed Income in Brilling Wells. "In our cosy hotel we forget that a Hlndenburg has been elected German president.” This lapse aroused great indignation throughout Germany. Even Dr. Jaenike’s brother-lh-law, Fritz Ebert. Jr., found harsh words for his relative, declaring that Jaenicke stayed in Italy in a. semi-offi-cial and had by his foolish action done injury to the memory of his father. Only President Hlndenburg himself remained unmoved by this escapade and expressed the wiAh that grass he allowed to grow over It as quickly as possible, an action which won him the sympathies of many of his erstwhile antagonists. A German library which is to contain everything published in the German language since 1913 has been established in Leipzig.
