The action came shortly after the German delegation had announced its approval of the pact. The German delegation made its announcement In plenary session. It was the first meeting of the conference which Foreign Minister Benes and Skrzynski of Czeclio-Slovakia and Poland, respectively, har attended. Signatures of delegates, of course, will not mean final consummation of the pact. Before Germany can enter the League of Nations, the Reichstag must concur by a two-thirds vote.
