One Street Keeps ' Officer Busy

There is one street ih the district which Patrolman John Welch covers that gives police more trouble than his entire district combined and Welch tries to give that street plenty of attention. Muskingum St. is the troublesome one, and is in the center of Welch’s district, No. 38, bounded by St. Clair, New York, Illinois and Missouri Sts. This territory takes in a large colored district. Welch is trying to have them all adopt safety razors for shaving so that they can get rid of the man-slashing razor of old. Welch was appointed Dec. 14, 1910, and lives at 902 Oxford St.
