PLAN TO LEGITIMIZE NAMELESS CHILDREN One of Every Five French Babies Is Fatherless Before . the Law, It Is Estimated.
Bu Times Special PARIS, Sept. 18.—Tens of thousands of illegitimate Frenc'i hcildren may yet bear a name. Senator Louis Pasquet, puospectlve godfather of these unfortu jiates, purposes to Introduce a bill! into the French parliament to legit |mize some classes of French children who are born out of wedlock. It is estimated that c/ne out of every five FVench babies come into the>world fatherless before the law. Social workers give mamy reasons in explanation of this. The high cost of living and the scarcity of homes are two reasons advanced for the failure of couples to marry. Others advance the contention that the war brought a laxil y of morals which is having its repercussion today in the number of illegitimate births, but statistics show that this was a problem in France years before the war. ‘Vault Is Personal” “The fault is personal, and only the parents are guilty, so why should the children tsuffer?" demands Senator Pasquet. ; “I am not concern?*! with any question of morals. I leave for another the framing of ta law which could curb adultery, ’but I would like to looosen the lawtl so that certain of the children branded today as illegitimate may escape the stigma. During the nineteenth century children born out of wedlock could under no conditions be recognized or legitimatized. They could not share in an estate of their parents and legitimate children of the parents could even protest the gift of any money to their outlawed brother or sister. But we are no longer Jiving in that century and our laws should be revised.’’ Senator Pasquet’s bill will grant a new grip on life to four classes of children, provided he can obtain its passage over the protest of certain conservatives who will fight for the preservation of the* existing laws With the contention that any relaxation of tho code would encourage immorality. His four principal changes follow: Not Revolutionary 1. A mother, unmarried, widow or divorced, shall be allowed to recognize and to legitimatize the birth of her child. 2. In cases where the husband of a child’s mother refuses to recognize the legitimacy of the child's birth, its real father should be allowed to give it recognition and his name. 3. A man who becomes a widower or is divorced shall he allowed to recognize children bom of another woman than his wife during the period of his married life. 4.
