MULES CHIEF STAND-BY OF ‘WHITE WINGS' About 20 Per Cent of Street Cleaning Equipment Motorized. Motorization, characteristic of most progressive business institutions, has made little headway In the street cleaning department. A study of that department's equipment reveals that it is about 20 per cent motorized and that the bulk of transportation is provided by mules. Mules are rented to the city by James Armitage, brother of William H. Armitage, political director of the Shank administration'. Budgets Reduced Combination of the street commissioner's and street cleaning departments, with a reduction in the combined budgets of nearly SIOO,OOO will seriously interfere with street improvements and cleaning, in the opinion of an administration department head. Reduction of the number of inspectors in the two departments from thirteen to four will delay and demoralize the activities of these branches of city government during the first year of the incoming administration, it was pointed out. Much Responsibility The department will be responsible for many different kinds of service, including street repairs, grass eut►ting, oiling streets, sewer flushing and street cleaning, it was said.
