CLAUER TAKES WHACK AT CITY BUDGET PLANS Democratic Chairman Asserts Figures Are Badly Garbled. “Preparation of the 1926 budget was as if a blind man had taken .a pencil and written figures without regard for rhyme or reason,” William E. Clauer, city council member, and Democratic city chairman asserted today in renewing the flagging energies of the councilmanic rebels against Mayor Shank’s administration. "Consideration would lead one to believe that the. financial estimate had been drafted without reasonable concern for the needs of the various departments during the first year of the incoming administration,” he said. , By terms of the track elevation contract, which the city officials have signed recently, the city must expend $6,480,000 within the next ten years, Clauer pointed out. Under the law, a maximum levy of 6 cents is authoriezd, yielding only $3,900,000. A similar- condition exists in respect to the thoroughfare plan, Clauer stated. “The one-half cent levy Sfhank finally allowed, plus plan commission funds on hand, will total only $140,000." The tax for '926 will vield $30,000. Now the widening of E. New York St. alone, pledged by the plan commission, will cost nearly $1,000,000, of which 75 per cent is to be paid from the plan commission fund.
