These books are lists of ”non-paid,” or names of individuals who filed tax returns hut were exempt from paying any taxes. It is frequently found that persons supposed to have very large incomes pay no taxes at all. This is explained through losses incurred during the year, offsetting the income. Among the names in the ‘‘non-paid” list are numerous wellknown Indianapolis persons. Originated Year The tax publicity scheme originated in Congress during consideration of the tax hill in 1924. A compromise arrangement was worked out by the Senate and the House whereby only total amounts of taxes paid should be made and that the details of the rfturn should remain secret. A divergence of official opinion arose last when newspapers began to print the income returns and the Baltimore Post, a ScrippsHoward newspaper, was indicted to test the validity of publication. The Supreme Court several months ago ruled it was fully within its rights and acquitted the paper. Treasury officials are unalterably opposed to the publicity section of the law and an effort will be made to kill the section when the new tax law is written in the coming December session of Congress.
