EX-INDIANAPOLIS WOMAN TELLS OF PORTO RICO Miss Julia E. Collins Back After Three Years as Teacher. “Porto Rico is really a land of tomorrow,” says Miss Julia E. Collins, recently returned from there to visit friends in Indianapolis, where she formerly lived. Miss Collins has spent last week with Misses Georgia and Grace Alexander, 1516 N. Pennsylvania St., and with Miss Leona Baslet, Ravenswood. She is now in Brazil, Ind., for a visit until Sept. 6, when she will go to Petersburg, Va., to teach Spanish in high school. "The Porto Ricans for the most part are real American citizens. They hope to be allowed the privi lege of electing their own Governor and to be granted recognition as a State. As it is now we send them a Governor, but they elect their Legislature. It is a period of adjustments which, when properly arranged, will open the door to one of the richest territories of the world. Went Three Years Ago "I shall never forget the sight of the volcanic peaks standing against the evening sky the first time I ever saw Porto Rico. When I went there, three years ago, I found a different situation frqm that which is seen by the visitor today. Then there were about one hundred Continentals sent down by Uncle Sam- Last year the number of American teachers was close to 250. Because I was the only American there, I was regarded as something of a curio. Prom the time I alighted at the delightful little village plastered against one of the tallest peaks, until I bade my town goodbye, I was known as La Profesora Americana. I made my home with a quaint Spanish family. They are very dear to me. Quirk to I .earn "School was not so different from any school in the United States. There is a quickness for learning and an aptitude for catching an idea there which is a little lacking in our own schoolrooms. But they are a happy-go-lucky people and In no place does one see better evidence of it than in school. ALIENISTS PAID BY SLAYER ARE BARRED Biased Sanity Testimony Ruled Out of Trial of Dentist Accused of Murdering His Wife.

As prestoing judge at the murder trial of Dr. .Thomas Youug. a dentißt. alleged •scientific slayer, accused of murdering his wife wun gas and burying her body under his home in an abandoned cistern and covering it with cement, he ruled against sUc alienists hired to testify Dr. Yoimg a sine and was insane, and appointed two experts of his own choosing. In inis article he explains the advantages to be dt rived from such procedure. By Judge Edwin F. Hahn LOS ANGELES, Aug. 24.—The disqualification by the courts of bought and paid for alienists who will testify one way or the other for money has long seemed to me to be the most vitally needed reform in legal procedure. _ Personally, I wouldn’t have any hesitancy in believing men employed by my court for the purpose of ruling on the sanity of defendant on trial before me. I would at leaut consider him honest In his opinion and that to me seems vital. At the Young trial I had the first opportunity, under the new California law, which I helped sponsor, to do away with biased alienists and to cnoose two disinterested experts to testify as to the sanity of a defendant on trial for life. I have asked to state just what effect this will have on the outcome of this or any other trial. As I see it’ the advantages are these:
1. It will inspire a jury with confidence in expert testimony. 2. It will aid justice, which I fear has too often been influenced by unscrupulous experts who would make insane men out of normal beipgs for a. stipulated sum. 3. A reasonable handling of trials will result and the court and jury will be able to get at the real facts in the least amount of.time. 4. It will remove the stigma attached to alienists and their testimony. I am sorry to say that the majority of alienists and other exports who appear before a court under the pay of contending parties are strongly biased in favor of their employers. It is plain to see why this is so. If they were not favorable in the first place to their clients’ case thfcy would never have been hi.id by them as experts. This type of testimony is injurious and does not help the case of either party because of the unconscious feeling of jury ar.d court that it was prearranged and paid for. Asa rule I have found that experts are not much aid in court. They clutter- up the records with absurd and conflicting testimony so vague and technical as to befog the mind ofthe average juror.

Mrs. Ruby Mclntosh, 30, charged with murder of Devanas Taylor, 16, was free on the low bond of SI,OOO today- to be at the bedside of her son, Donald, near death with typhoid fever. It was to protect Donald, she said, from annoyance of older boys that she fired at the Taylor boy. The youth died several weeks later. “I did not mean to hit him,” she said. Police said Mrs. Mclntosh is the first person charged with first degree murder ever to be freed on bond.
