COUNCILMEN TO QUESTION SHANK (Contimied From Page 1) quiry, I believe I know where we can get the money,” King declared. ‘‘However, I believe they'll come across.” Ray suggested that the investigation has such general popularity that it might be financed from con. tributions. Danger of suggested attempts to make William H. Freeman, board member, the scape goat was discussed at length and the opinion was that the transactions of all board members in their official capacities should be scrutinized without fear or favor. Probe “Gift” Special attention is to be directed to reports that hoard, members favored virtual “gift” of the Belt Railroad bridge over the new channel of White River near Raymond St. to the Indianapolis Union Railway Company, that the clause making the city liable for rebuilding the Belt elevation over E. New York St. at an estimated cost of SIOO,OOO was inserted in the track elevation contract; and the recent charge of James M. Ogden, corporation counsel, that Freeman tried to induce William Bosson, city attorney, and himself to back his contention that the city should pay two-fifths of the expense of lowering the tracks of the Union Traction Company on Martindale Ave. Ogden said Bosson and he rejected the proposal and it was announced Sunday the company will defray the entire costs. Dr, M. J. Spencer, board' member, first insisted upon lowering of the tracks at a board meeting several weeks ago. Ray reiterated his statement that the White River bridge deal was the '’biggest steal ever attempted in the city's history.” Should Resign "If a board member has private transactions with corporations dealing with the city, he has no right to serve on that* body,” Ray declared. Estranged relations between Ogden and Bosson were denied by the city attorney. “Bone Head” Freeman "Is being criticized by administration leaders for what they call a “bone head” play in refusing permission to Councilman King to examine the track elevation contract. “It’s going to hurt Lew like the mischief,” said one of Shafik’s righthand supporters. “And it could have been prevented so easily.” At the meeting Sunday members of the committee commented upon the frequent appearances of Armitage at meetings of the board of works, and indicated the committee would seek an explanation of his alleged relations with that body. Mr. Fixit Told Another instance of alleged approval of faulty material on the part of members of the board of works was brought to light through a letter Mr. Fixit of the Times staff received from a ‘Times Reader.” The letter: “About one year ago the board of works let a contract for sidewalks and curb on S. Dearborn St., English to Newton Aves., and said improvement is cracking and the curb is falling down. It is supposed to be a first-class job. Kindly advise steps to take in this matter.” Other Baords While members of city council are delving into transactions of the board of works, they are on the alert for alleged sins of omission and commission by other branches of city government, it was indicated at the meeting Sunday. Criticism of the raising of the park board's maintenance levy from 7 to- 8 cents and of attempts of members of the board of sanitary commissioners to increase their maintenance levy from 5*4 cents to 7 cents, authorized by Mayor Shank, was heard. “I am decidedly opposed to allowing these hoards and commissions more appropriations than the units 39 Legal Notices to be assessed, is on file and may be seen at the office of the Board of Public Works of said city. Burial will be at Washington, but funeral arrangements are incomplete. of city government which must account for their expenditures to city council,” John E. King, chairman, declared. "Under existing conditions, tho only check council has is on the amount of the levy.” “Waste” Criticised Park board members were criticised by Arthur J. Bemo for alleged “waste” of $3,500 in sinking a well in Ellenberger Park. Bernd also charged that the city is wasting thousands of dollars in rentals for small strips of land west of Capitol Ave., on the south side of Fall Creek, leased by the. park board from Albert Ueber. He declared the land is useless. Discusses Kessler Blvd ‘And. say, have you seen Kessler Blvd.?” Bernd asked referring to a park board project. "It was built only a short time ago and now is a series of bumps.” Glamorous promises of “self sustaining” units under control of the board of sanitary commissioners, made to councilmen when the 1925 levy for that body was under consideration failed to materialize, according to Bernd. “When the board goes out buying, it doesn’t seem to be a question of what they need, but whether they can help a friend,” he said. JAPS LIKE COCKTAILS American Drinks Become Popular With People of Orient. Bu United Press TOKIO, Aug. 25.—Sake, the traditional Japanese light wine which consumes muph of the nation’s rice crop, is giving way to American cocktails. The Japanese seem to take to cocktails with the same facility they have taken to American college boy caps and barrooms don’t have to depend on foreign customers for a flourishing trade. The Manhattan is a favorite pre-dinner beverage with the subjects of the Mikado, because, as the Japanese naively explain, the big red cherry in the beverage looks so appetizing. Barbers of London Turn Bobbers Bu United Press LONDON, Aug. 24.—London is threatened with a dearth of barbers for men owing to their wholesale desertion to shops catering exclusively to the bobbing and shingling of women’s heads. The deserters say they find working on women’s hair not only much more profitable, but that it also affords a more interesting field for the display of their artistic talentsA good job of shingling and bobbing a women’s crowning glory, It seems, leaves the artistically minded barber with a feeling of personal satlsfao* tlon.
