TRAFFIC LAWS FOR AVIATORS ARE PROPOSED Federal Law Regulating _ Landings of Hydroplanes _ Is Suggested. Bv Tir.ies Special WASHINGTON, Aug. 19.—The possibility of a Federal law, regulating the landing of hydroplanes on the coastal and inland waters ot the United States, has been suggested as a result of the accident near Rome when an Italian aviator piloted his- plane into a group of seaside bathers, killing two and seriously injuring several others. With the growth of commercial sight-seeing aviation at seashore resorts, there has been complaint of the danger, in sledding the planes at high speed over congested waterways. At the present time, as far as the law is concerned, a hydroplane can be anded anywhere on the waters of tie United States, according to Lieu:. W. M. Dillon of the Bureau of Naval Aeronautics. A few scattered municipalities have ordinances, prescribing a height from 2,500 to 3.000 feet for flights over the city limits, but beyond those provisions there are no aviation traffic laws. Aviators can fly where, they pease and, subject to natural limitat.ons, can land where they please. Even in the case of city oi* dinancas, the police are seriously handicapped in the matter of enforcement. As to regulating the landing of hydroplanes there has been no definite proposal, other than that of presr,-ibing certain safety zones for bathers and small water craft, within which it would be unlawful to land cr take-off. At a number of Atlantic coast resorts sight-seeing aviation bases are operated in close conjunction with bathing beaches, and the suggested regulation would see to eliminate the possibility of bathers being mowed down as in the accident near Rome.
