JOKER CLAUSE IN ELEVATION PLAN OPPOSED ¥ Railway Might Be-Allowed to Set Own Time for Starting Work. The Indianapolis Union Railway practically may dictate its own time for starting elevation of Belt Rail-, road tracks from English Ave. to W. New York St., if present form of elevation contract is signed by the board of works Friday. A clause in the contract, stipulating that elevation start thirty days after perfection of flood prevention arrangements is the joker which endless delay may be achieved, according to those in touch with elevation procedure. If steps in flood prevention arrangements click off in one, two, three fashion, an improbability in public works, the earliest time the contracts would be prepared would be Dec. 1, N. W. Cassaday, flood prevention engineer, said. Can Be Delayed As the flood prevention measure •passes through its various stages, remonstrances may be filed or the entire project may be tied up in court by property owners. The Big Four and Pennsylvania Railroad companies own large tracts of land in the district. These railroads also hold a controlling interest in the Indianapolis Union Railway Company. It would be a simple legal process for either of the companies to halt flood prevention arrangements for years, there by delaying construction of the $1,400,0u0 Belt Railroad bridge across White River near Raymond St., where P. J. Landers, superintendent of the Indianapolis Union Railway Company, says elevation must begin. Assurances Given John E. King, south side councilman, declared those who aided railroad representatives to defeat the bill In the 1925 legislature to charge 75 per cent of elevation costs to railroad companies were assured that it would be possible to start elevation at some point other than the bridge. "The Belt Railroad’s contention that they must be certain that the channel of White River will be directed where the bridge is built before construction is begun is foolish,’’ Bald James M. Ogden, corporation counsel. “The taxpayers have been forced to pay $700,000 as their share of the bridge. Hoosier Town Gets Fame in Print Boonville Discovers Value of Publicity—Many Queer Finds.
Bu Times Special BOONVILLE, Ind., Aug. 19. —Residents of Boonville, there are some 5,000 of them, the chamber of commerce insists, have of late turned a cold ear to glowing accounts of the wonders of other great cities. Boonville is satisfied with being just Boonville. Admittedly it has no skyscraper nor vast lake front, but the town “makes” the metropolitan front pages as regular as rent day. \ The whisky spring started it. A whisky sJSring, Boonville folk explain, is like any other spring, however, instead of water \ bubbling forth, the choicest bourbon flows from the earth. Gets In*o Papers Such a spring was alleged uncovered some time ago by Boonville police officials. There was a piece ip tlje big city papers about it. Civic pride bloomed. Although later probes failed to reveal the spring, the city was well on Its way along the primrose path of publicity. A rural mail carrier was next with a report of finding a cave, the floor and walls of which were lined with live, wriggling He made a conservative estimate of 9,000,000 snakes, half of which tried to bite him before he fled, he said. NEW YORK ST. OPENING TO BE CITY PROJECT First Construction Under Thoroughfare Plan • Decided. Opening and widening of E. New York St., from East St. to Emerson Ave., with an average width of fiftyfour feet, will be the first construction under the new major thoroughfare plan, Thomas L. Dillon, city plan commission president, announced following a meeting Tuesday. Property owners have objected to widening the thoroughfare more than forty-eight feet. Under the thoroughfare plan, property owners will pay only 25 per cent of costs estimated at nearly $1,000,000, the cjty assuming remainder. The plan commission authorized building ''a Catholic church, school and nurses’ home on the east side of Bosart Ave. between Twelfth St. and Nowland Ave. Forest Row, Inc., asked permission to erect a row of residences to house 130 families, sixty-five on each side of anew street to be called Forest Row, between Washington and New York Sts., and from Keystone Ave to Tacoma Ave. The matter was referred to the zoning committee. The body denied permits for a filling station on the southeast corner of New York and Denny Sts., a billboard at the southwest corner of New York St. and State Ave. and storeroom and an apartment at 4302 E.
