JARDINE WARNS CHICAGO GRAIN PIT GAMBLERS Secretary of Agriculture Issues Ultimatum to Dealers in Wheat. Times IVashinoton Bureau. 1322 .Veto York Avenue. WASHINGTON, Aug. 14.—An ultimatum that the Chicago Board of Trade must he so reorganized as to prevent a repetition of the wheat market manipulation which netted certain members millions of dollars last year, has just been issued by Secretary' of Agriculture Jardine. Although the government has been unable to'find evidence enough to bring prosecutions, Jardine announced on his return from a personal investigation of conditions that he was satisfied gambling is going on. Will Clean Up "I gave the president and other officials a very definite impression that things cquM not go on as they had and I think they are endeavoring to clean up conditions,” Jardine said. V Other than to make a few suggestions as to how he believes this can best be accomplished, Jardine says he will not interfere in the renovation process unless the offail to act within the next -few months. - > * ‘T believe there is a legitimate place for the Chicago Board of Trade and believe we need it in our dealings in grain, but in event the conditions are not corrected, believe me, they are not going to be repeated any more,” Jardine declared emphatically. So far Jardine has made two suggestions for improving conditions. One would consist of giving some 600 important members, who do not live in Chicago, and consequently do not often vote, an opportunity' to vote by proxy. The board has about 1,600 members. , Scalpers Do Gambling ‘‘At present the control is in the hands of scalpers who have been responsible for the gambling, but it the 600 non-resident members, who represent some of the bigge.st institutions In the country, and the 250 members who want to do the right thing, would control the board, it could be run right,” Jardine says. Another suggestion which the secretary made to board officials was that a clearing .house, similar to the system used at Minneapolis and Kansas City, be placed in operation. “The clearing house might not work as successfully at Chicago as it does in those cities, but many members feel that it would and it would be one step in the right dilection,” ,Tard:ns said. Jardine says 'he expects the reorganization will be accomplished by' the. end of the year.
