Morton S. Hawkins, former president of the defunct Hawkins Mortgage Company of Portland, Ind., was in the Marion County jail again today, following his testimony that he is a pauper, given Monday afternoon. Hawkins, examined by Homer Elliott, special assistant United States attorney general, declared he was without funds and would have to abandon his fight for an appeal to the United States Circuit Court of Appeals at Chicago unless his petition for pauper rights was granted. The Chicago court will make the decision following Elliott's recommendation. Hawkins was sentenced July 6 by Federal Judge Robert C. Baltzell to fifteen years at Leavenworth. Kans., and fined SIO,OOO following his conviction on charges of using the mails to defraud. Hawkins said he had’ lived on oorrowed money for the past two years, that the only property he had was a watch, ring and tie-pin and he had given them to his mother for loans of money. LOAN COMPANY GIVES CHANCE TO TIDE OVER CRISIS That familiar expression, "not broke but badly bent” when • refering to the state of the pocketbook applies well to many persons erho. through illness, less of work or some emergency that makes the Income small and the bills large, are short of the cash necessary to pay pressing bills. Such persons, however, may quickly have the bend in their finances straightened out by calling at the Capitol Loan Company, 141 E. Washington St., and arranging to borrow money up to S3OO. “Many persons do not understand the difference between Industrial i V ->ns and the loans made by a bank.” Lee L. Bishop, manager of the Capitol Loan Company said. "If they did, they would not hesitate to take advantage of industrial loans. Only 8 per cent of all our adult population have checking accounts, it fs estimated, and of this number only 6 per cent can borrow at banks. This means that more than 90 per cent of the adult population does not possess collateral that a bank would accept as security for a loan, and these persons must borrow money elsewhere. "This is the gap filled by the industrial lending company such as ours, for we make loans in amounts up to S3OO on non-fluid security or unindorsed notes. The principal of this amount Is payable In small monthly installments, and while the Interest rate Is somewhat higher than that charged by banks, each payment cuts down the amount of interest.”
