LITTLE BASIS FOR BUSINESS KICK-HOOVER Commerce Secretary Sums Up 1924 Conditions in Nqw Year Book. Bu Times Special WASHINGTON, July 17.—Reviewing- business conditions during 1924, Secretary of Commerce Hoover, in the foreword of the new Department of Commerce yearbook released today, says: "The American people have little right to complain about our economic situation during the year 1924. Even ag'riculture has shown some partial recovery from its three years of extrmee difficulty. Our industrial production was only about 5 per cent less than in 1923, which was the record year in the history of the nation, but was 13 per cent greater than in 1919. There was practically no unemployment in a distressing sense, the midsummer decrease in activity showing itself to a considerable extent in part time work. There was no boom under way in 1923, and therefore the minor decrease in production in 1924 was the result of a very short recession during the spring and summer months. "Transportation showed increasing efficiency and its very efficiency has resulted in a mild revolution in distribution of goods. Under assured delivery. long advance orders to manufacturers are becoming less in volume, thus tending to reduce the capital invested in current national stocks of good and consequently the cost of distribution. Room for Improvement “Building and other construction in 1924 showed an even larger vol -me than in 1923, registering the hightst total in our history. While it teems that the constructon shortage resultng from suspension during th? war should be overtaken by this time, yet the rising standards of living are demanding improvement in housing and office * conditions \viiich maintain the industry at a high pitch. "The shpping industry shows some improvement in 1924, although it 1 has not yet reached a basis of stability. The textile industries experienced more inactivity than other manufacturing industries. The 1 ituminous coal industry is in great difficulties due to complex causes, partly the hold-over from excessive expansion during the .war. But generally we have but few difficulties remaining which can be attributed to the effect of the war. "Agrculture has been blessed with a shift in prices for the better, probably in a large way at least reflecting the fact that while the number of farmers in the United tSates has remained constant since. 1914, the consumers have increased greatly. Wheat prices were no douot helped by the subnormal crops abroad end corn prices by crop failures in certain States. By and large, the average price of all agricultural produce now approximates the general level of commodity prices. Some farm products, particularly cstcle, are still below the normal relationship with other commodities, but the shift is constantly in the direction of equality and gives hope for still better conditions for agriculture. "Our foreign trade for the year shows an increase over 1923 of 10 per cent in exports at $4,591,000,000 and a decrease of 5 per cent in imports at $3,611,000,000. The most permanently significant change in our export movement was an increase of 7% per cent in manufactured goods as compared with the previous year. WRITER ESCAPES HER KIDNAPERS Wealthy Authoress Hysterical After Adventure. Bu United Press CALEXICO, Cal., July 17.—Claiming she was kidnaped by Chinese and carried, blindfolded and ggged, in a slow moving vehicle, towards the Mexican border, 240 miles from her horpe, Miss Virginia Lee Cookson, wealthy authoress, sought refuge with the police here during the night, ' Early' today she was still hysterical and urable to give a clear account of her adventure. A posse of thirty men had searched the hills around Santa Ana for Mrs. Cookson since her disappearance early this week. She had left notes, telling of a premonition of death and directing disposition of her affairs. CONGRESSMEN’S KIN ARE SOUGHT Postmaster Desires Informa- * tion for Biographies., Postmaster Robert H. Bryson has been asked to locate the nearest relatives -of seven former Indiana representatives in Congress, it was learned today. Two of the former statesmen were Governors of Indiana. The congressional committee on printing desires information for the compilation of biographies, Bryson said. Relatives of Arthur H. Taylor, representative in the Fifty-Third Congress are sought. He -was Eleventh Judicial District prosecuting attorney in 1884, it is said. Other- next of kin sought are those of Ralph Hill, member of the Thirty-Ninth Congress: Joseph A.
