MEXICO’S ILLS CAN BE TRACED TO DIAZ DAYS Underlying Ailment Is Unrest Among 12,000,000 Peasants. By William Philip Simms Time* Washington Bureau. 1322 New York Avenue. WASHINGTON, June 19.—Here is President Plutaroo Calles’ 6lde of the Kellogg-Calles controversy over the violation of American and other foreign rights in Mexico. First and foremost, of Mexico’s 14,000,000 citizens, 12,000,000 are impoverished peasants, mostly illiterate peons of Indian origin. Under Dictator Diaz, 98 per cent of these were landless. In some States the percentage was as low as 97. In others as high as 99.8. On the other hand, there were many princely estates with hundreds of thousands of acres. A dozen ranged from 2,000,000 to 80,000,000 acres, or from bigger than Rhode Island or Delaware to larger than the State of Ohio. In the State of Mibreloe thirty-three people owned 99 per cent of all the land. More Work, More Debts If by any chance a peasant got hold of a farm, the odds were against his holding on to it. In order to get for himself and family the barest necessities, he usually had to go to work for some big ranch owner. He would overdraw his pittance of pay, have his plot of ground taken from him for debt, then work the rest of his life to pay the balance. For the more he worked the more he owed. Hs became virtually a slave. Hence the word peonage in our own language. President Madero, who succeeded Diaz, was the first to see Mexico could never be a real nation so long as such a system prevailed. He tried to change it but was murdered. Then followed a number of revolutions until Mexico was given anew constitution in 1917, while Carranza was president. Article 27 of that constitution called for a land reform. Obregon and Calles, Carranza’s successors in office, have been trying to put it through. Many Injustices Most Mexican peasants live in clusters, or small villages, for better protection, water supply and the like. There are some 16,000 such villages. The principal idea of the land reform is to add to the village "commons,” or "ejidos," enough land so that each family may have a few acres—ranging from 7 to 58 acres, depending upon fertility of the soil.
