Bv United Press WASHINGTON, May 22.—Over 900,000 foreigners wanting to become United States citizens have been kept out of the country by the operation of the selective Immigration law during the last year, a high consular official at the State department disclosed today. fact Jhat African natives, unlike most Asiatics, are not barred by the Immigration law. Barred Zones Tn the barred zones where natives are excluded by the immigration law, a quota of 100 is provided for persons born in the respective countries but who are of white parentage. This quota for China of 100 has already been exhausted for the year. Only three such visas, however, have been granted for Japan. The quota of 100 for India shows a nominal balance of fifty which is mortgaged and wiU be exhausted by July 1. But there have been no applications from the barred zones of Afghanistan, Arabian peninsula, Bhutan, Muscat, and Nauru. Yap as a mandated territory is given an annual quota of 100 Yappers by the law, but there have been no applications. Consular agents explain this soberly by the fact that there are no Yappers and no natives, but only a handful of white cable officials on the Isolated island and a few Asiatic servants.
