CITIZENS MAY ASK HEARING ON LOTVALUE Assessment Bureau Head Explains Procedure to Follow. Procedure for property owners who believe they have received assessments for street improvements in excess of the value of their lots was explained today by J. F. Rainier, head of the city assessment bureau. “Take the case of Mr. who has an assessment of SBOO again:! a $650 lot,’’ said Rainier. “On learning f that his street is to be improved, he should watch every advertisement pertaining to the thoroughfare appearing in the Indianapolis Times, for that is the only medium In which various hearings are advertised. He should attend the final hearing of the board of public works. The board will quickly discern the inequity of the assessment and afford relief in one of two ways. Two Ways “Either by charging a certain per cent to the city, making entry against the city in the body of the roll and confirming the assessment roll as modified or by invoking the emergency statute assessing land 150 feet to the rear on the theory that property that distance from the street benefits by the improvement.’’ If the board refuses relief, property owner may file a remonstrance, but this motion must take place on the of final approval, according to Rainier. Day after would be too late. Appeal to courts must be taken within twenty days from day of final approval, else the statute of limitations operates against the remonstrator. monstrator has thirty days to sign the Barrett law. City assessment bureau maintains only correct and up-to-date filing system of property owners and addresses in the city, Ramier said. Emphasizing the need for every property owner who changes his address, whether within or outside the city, to notify the bureau, Rainier cited the instance of Mrs. A, who lived for five years in Indianapolis, moved to Chicago and later to Detroit. "When a resolution for the improvement pf Randolph St. was adopted, notice was sent by the bureau to the Indianapolis address of Mrs. A. She did not receive the notice. Missed Hearing “The pavement was laid and the assessment roll made and sent to the county treasurer's office for collection. Mrs. A did not receive a statement sent from the county office. She d}d not attend the hearing; nor had she the opportunity to attend the hearing or to pay cash

She came to Indianapolis and discovered that the contractor had foreclosed Ilia lien and taken possession of the property. To redeem her property, Mrs. A. was forced to pay costs and penalties totaling S4OO. Rainier or members of his staff of fourteen clerks always are willing to explain assessments. More than 100,000 notices of public improvements are mailed annually to property owners. “Women Should Work” LONDON, May 22.—“ Men can no longer afford to maintain women in Idleness, and for women to gc out and earn their living Is not only a necessity but a healthy thing,’’ said Mrs. Philip Snowden, wife of the labor leader, in a speech at Chelsea recently.
