Ballots Mutilated Mutilated ballots were found in Third precinct of the the Third ward by Frank P. Baker, election commissioner, this morning, when he went to the voting place to investigate the delay in the vote count. Baker said twenty-five ballots had diagonal lines drawn across the bottom. Most of them were Lemcke votes, he stated. Baker said lie suspected the ballots had been fixed that way before handed to the voter, but that there was no way to check. The ballots were thrown out by Baker. Colored voters dominate the precinct. Delay in counting the vote was attributed to slowness of the clerks, who had made an error in the tally sheet and had to start the count over again. Returns from the precinct were not expected before noon.
