SUBWAY IDEA IS JOSHED BY > WORKSBOARD Bootlegging and Rubber Boot Privileges Asked by Members. Humorous parley over the proposed subways for pedestrians resulted at the meeting of the board of public works Wednesday. Passageways under downtown street Intersections were proposed by William H. Freeman, member of the board, and an order for preliminary plans adopted at a recent meeting. "Good many things "'ill happen before we have the subways,” i 'harles E. Coffin, president, stated. Members of the board joked with Freeman. One member said he would refuse ratification of the plan unless granted the bootlegging privileges while another official said he would like to sell rubber boots on rainy days Further proposal was that the subterranean passages should serve as enclosures in which police could round up burglars and bandits. Freeman held stoutly to the value of his proposal, stating that subways in Washington were effective in making lives of pedestrians safe at crowded comers. Frank C. Bv Timet Special BOSTON, April 16.—The condition of Miss Amy Lowell, poet and writer, who has been seriously ill at her home in Brookline, was reported as unchanged Wednesday evening. Physicians stated that they expected Miss Lowell's improvement to he slow. Wednesday she was sjtid to be not quite so well, but this was not considered a setback, it was stated.
