times I was in agony with rheumatic pains of the muscles. I tried many so-called remedies without results and was discouraged. Then I happened to try Todd's Tonic and found it to be the most wonderful remedy in the world for obtaining quick results. Todd's Tonic relieved my aches and pains. VAST PROJECT TO SAVE UNO TO RE OFFERER McNary Proposes Large Appropriation to Aid in Heclamation. Bil Time * Special WASHINGTON, April 16.—Reclamation on a scale never before considered in the United States, reclamation for every part of the country, will be proposed to Congress next winter by Senator Charles L. McNary of Oregon, chairman of the Senate committee on irrigation and reclamation. The growing agricultural needs of the (jountry make It increasingly vital that every available acre of land be made ready for production. McNary says. The future will bring demands for draining swamps In the South, irrigating dry lands of the West, flooding of lands in the Mississippi Valley section to provide for subsoil irrigation, removal of stumps fro i cut-over lands in the Great Ls> es region, and restoration of soil in New England States. Must Avoid Subsidy ‘The Government needs a comprehensive, constructive policy of reclamation which can be invoked whenever the needs of an expanded agriculture occur,” says McNary.

“Legislation of this sort must avoid the appearance of carrying Federal aid to the point where it may be denominated a subsidy, and such a term could be applied if each of the various projects were to be constructed out of funds directly withdrawn from the Treasury. "Congress will not desire to take up these projects one by one by appropriation. . Such a policy would encourage log-rolling and incite Jealousies among the districts affected, causing the whole scheme to fall." Would Ijoan it Out. So McNary proposes to set aside a Federal revolving fund of from $350,000,000 to $500,000,000 to be loaned out to approved projects.
