w. S. WATCHING MERGER OF BIG CORPORATIONS Government Will Act Only if Combinations Prove Detriment. Bii United Prc** WASHINGTON, 'April 2.—The Government's attitude toward the huge industrial mergers announced in tlie past fe wdays is one of benign interest to be translated into activity only if definite proof is forthcoming that their practices are to he detrimental to the public. As. the trade policies of the new combinations will no become apparent, except with the passage of time, there is little likelihood of any Government intervention now beyond cursory scrutiny. The course of the Administration with respect to big business was charted and laid down by President Coolidge during the campaign, and epitomized in these words: "Whether a business unit is good or bad is to be determined, not by its size but by its practices." Not Harassing Agency Attorney General Sargent has signified his intention to conduct nis department in accordance with this policy by announcing that it will not act as a "harassing agency’’ to meddle with the affairs of big concerns just because they are big. The federal trade commission, the other Government sentinel over the field of authority and business equally has cuTbed its former eagerness to “lash out on suspicion’’ at the first hint of combination. Both now wait to see how the combination conducts itself. Congress Not So Lenient Congress does not regard the situation so leniently. There were signs during the Warren nomination fight that the Democrats might seize on the government's trust policy ns a popular issue next winter with the elections just over the hill. With the middle western progressixes. on the other hand, always on the alert for signs of "government
