BAGDAD VOTERS ACTIVE World’s Worst Election Scandal In Oriental Country. \ BAGDAD, March 20,—Araq must be credited with the world’s greatest election scandal. The country of which Bagdad Is the capital has 3,0e0,000 inhabitants, including men, women and children. Anew law allows males over 20 to vote for the first national parliament. The registration books closed with 10,000,000 names on them, so the election has been postponed.

The Secretary of War will select an Executive Assistant who will direct operations under the Secretary. 6. The Secretary of War will also be assisted by an Executive Committee, consisting of railroad presidents nominated by the Association of Railway Executives and approved by the Secretary. 6. Maximum use will be made of individual companiee as corporate organizations, and there will be no interference with any company in management, operation or domestic arrangements, except when interference is absolutely necessary.
