The Indianapolis Water Company may be forced to bring suit against the city t® collect $74,757 / .26 to pay increased water rates allowed by the publio service commission for 1924. Despite efforts of Joseph L. l?ogue, city controller, to have the ordinance passed, it was not reported out of committee, where it has been since January,„at the city council meeting Monday night. Several councilman said the bill should not be paid until the company has agreed to keep higher pressure in the water mains for fire fighting purposes. Revlsloije of the rules now governing standholders in city market was proposed in ordinance introduced by Councilman Theodore J. Bemd and referred to the safety committee. By the terms ordinance standholders would lease their stands for five-year periods with no increase in annual rentals and the leases would be transferable. Deputy Prosecutor Daniel V. White, named special city Judge by Governor Jackson, took up his work In the prosecutor's office two years ago. He was appointed by William P. Evans, then prosecutor, and reappointed by William H Remy. , Whtie, who fs 41, was born in Tipfon County, near Windfai.il. He remained there until he was 21, when he went to Clark County. He was a farmer. In 1908 White came to Indianapolis, where he was graduated from the Indianapolis College of Law in 1909. Following graduation, he opened a law office. The deputy prosecutor’s office was the first public position he had held. White is married and has two sons, Don and James. His home Is at 6210 E. Walnut St. White is president of the Irvington Republican Club, and is a member of the Irvington Masonic Lodge and the Century Club.

Hopes of immediate capture of Ralph Lee, who escaped from the Franklin (Ind.) jail Sunday night for the second time, were blasted today after Lieut. Fred Winkler and police emergency squad made a run to a roooming house at 410 N. Alabama St. A man suspected by a grocer who sold him eggs, to be I>ee, was found not to be the fugitive. Lee is oharged with the murder of Abner Peek, Indianapolis grocer. No trace of Lee has been found at Franklin, according to word received today from Sheriff Bowen there. Shepherd, being questioned in Chicago in nvestigation of the death of William McClintock, "millionaire orphan,” by Elmer Scherf, 36, formerly of Indianapolis, and now employed by Swift & Cos., according to dispatches from Chicago. Scherf was questioned in the State attorney’s office. Played Him Scherf said he believed Shepherd was the man with whom he played chess In the Indianapolis Y, M. C. A. ten years ago. At that time Shepherd was not so stout as the man held in Chicago, Scherf said. The Indianapolis man was supposed to be a lawyer, “but I never saw him do anything,” Scherf told investigators. He said there was comment about Shepherd’s living without working. and It was in this connection thafl Scherf attributed the statement t<r Shepherd, dispatfches said. 1 Bribe Alleged Scherf detailed a conversation with Louis Kies, Shepherd's chauffeur, in which Kies said Shepherd offered him SIO,OOO to "keep his mouth shut,” according to messages from Chicago.
