MANNER OF CONSTRUCTION All subways at crossings of above named streets shall be constructed on the full width of streets unless otherwise provided for, anr no center roadway bridge columns or supports will be permitted exceptting at SOUTHEASTERN AVENUE. The flooring under the tracks at the suoways shall be of any system of construction satisfactory to the Board of Public Works and City Civil Engineer, which will insure a water tight covering over the entire width and length of subway. All tracks between the subways at street crossings shall be elevated on earth embankment in any other manner satisfactory to the Board of Public Works and the City Civil Engineer.
