Several months ago, an examination was held for the office. Only three passed. Any one of these would have tbeen eligible had it not been for the fact that all were Democrats and the civil service as now administered makes it impossible to choose an eligible Democrat for appointment even though there are no eligible There was only one solution—another examination.
