PROPOSED CHARITY PLAN

F~~ OLLOWING !s the text of the proposal of William Fortune i___J for re-organization of charity work In Marion County: ‘‘The objects are: To weld into an efficient and properly coordinated system, under the general management of one board, all agencies, governmental and voluntary, for administration of charities in Marlon County, instead of depending on present inadequate methods; to provide with certainty for such charities under this system sufficiently and equitably, through taxation, instead of leaving such support to inequitable and uncertain voluntary contributions: to thus obviate the occasion for publicity exploiting Instances of distress and poverty as an appeal to generous and sympathetic people, as well as to ob-date the misuse of such appeals to serve other purposes. ‘‘While charities are now being largely administered under existing

The new board would submit its budget of expenditures, and its recommendations, as do other departments, and tax levies and appropriations for its purposes would be determined by the county council. The administrative powers of the hoard of charities should, however, be broad enough to provide for unhampered and effective work. The board should be given the responsibility of developing a county-wide policy and program for the administration of charities and should be free to determine the most, economical and es flclent methods for the accomplish ment of Its task. It should have control of all governmental charities in Marion County and should have power to utilize existing agencies, or supplant them, and to create whatever county administrative methods may, in their discretion, be advantageous."
